Ayush Rodrigues 819b05765f Add PlanChangeDialog with update-and-migrate flow for plan changes ...

Replace ConfirmNewVersionDialog with a new PlanChangeDialog that lets
users either create a new version or update the plan in-place and auto-
generate a migration draft for existing customers. Adds disable_version
support to the product update API, no_billing_changes flag to migrations,
and polishes migration filter UI.
