feat: 初始化 Taro 3.8 图生图风格转换小程序项目

- 添加基础项目配置和依赖
- 配置多平台编译支持 (微信小程序、H5、APP)
- 集成 TypeScript、ESLint、Stylelint 代码规范
- 配置 Husky 和 Commitlint 代码提交检查
- 设置开发、测试、生产环境配置
